On a motorhome, how can I test the LP solenoid shut off?

I have a motorhome with an LP solenoid shut off. I cannot get gas to flow to the appliance, so I assume the solenoid shutoff is closed. How can I test this? There are two terminals on the solenoid. Are they simply negative and positive 12 volts? If I apply 12 volts across them should the valve open? Could a weak house battery cause the valve to remain closed? I don’t know if the problem is low battery or open circuit somewhere.
