how do I register an open title rv from oklahoma in texas. I have a signed title but no notory stamp or date?

I just bought a used rv that has expired inspection and regisrtation stickers. I was told by the seller that the title is an open title and with the bill of sale I can pay the sales tax and then register it. The title is from oklahoma and has been signed on the front but not dated or notorized. Is it possible to register this vehicle in texas? And if so, how?

Bottom line is it’s up to Sec. of State in Texas so call or go there and ask them.
